GAO Investigates Head Start Eligibility Print E-mail

A recent Government Accountability Office (GAO) investigation has found possible fraud and abuse in eligibility determinations and enrollment at some Head Start agencies, according to the GAO's testimony presented to Congress on May 18, 2010. The GAO's undercover testing found manipulation of information in 8 of 15 test scenarios at Head Start centers in six states across the country. One day prior to the GAO's testimony, Health and Human Services Secretary Kathleen Sebelius sent letters to Congress and to all Head Start grantees to explain how HHS would respond to the GAO's findings. In addition, on May 5, 2010, the Office of Head Start released a new Program Instruction (ACF-PI-HS-10-02) discussing income eligibility and informing Head Start agencies of approval of a new, optional Head Start Eligibility Verification form.
