Federal grantees that purchase goods and services using Federal grant funds must follow Federal grants administration regulations. Failure to follow the regulations can lead to cost disallowances, suspensions, and even terminations of grant funding. This new two hour webinar will explain the procurement standards for grantees contracting to purchase goods and services, including the Federal property management standards and the relationship between the contracting rules and the Federal cost principles. The webinar will also explain the key differences in Federal procurement rules for nonprofit grantees and the procurement rules for state and local government grantees.

We suggest that organizations purchase a single registration and use this webinar as a group training event. Participating in this webinar as a group using a single registration is easy: Just gather all the participants from the organization in a central location and log-in from there. Head Start grantees understand the important role that Federal monitoring reviews play in their programs and the serious legal implications of a bad review report. Head Start reviews have taken on even more significance recently with the impending implementation of recompetition. The Office of Head Start has now released the Head Start Monitoring Protocol for Fiscal Year 2012, and this all-new webinar will provide an overview of the new monitoring instrument to help grantees prepare for their upcoming monitoring reviews. This webinar will cover the following topics:

  • Review of the key sections of the monitoring instrument;
  • Discussion of recent review findings;
  • Changes for Fiscal Year 2012 monitoring; and,
  • Preparing for on-site reviews

Since the Government Accountability Office reported the findings of its undercover investigation of Head Start eligibility and enrollment practices, compliance with ERSEA standards has been a hot topic within the Head Start community.  Recently, on March 18, 2011, the Office of Head Start released proposed revisions to the Head Start regulations to codify Head Start and Early Head Start eligibility requirements and to provide new rules for determining, verifying, and documenting eligibility for Head Start and Early Head Start.  These proposed new rules build on Program Instruction ACF-PI-HS-10-02, which addresses income eligibility for enrollment and reminds Head Start and Early Head Start programs that they “should provide annual training to employees responsible for determining and verifying income eligibility.”  This all new, 2 hour webinar will explain the essential eligibility rules that all Head Start and Early Head Start programs must know to ensure compliance with the complex eligibility requirements and to avoid the consequences of violating the eligibility standards.
